• Phase #2: Restricted: must comply with the thresholds below in final formulas: 1) 10ppm or less for rinse off products 2) 2ppm or less for lip products and 7ppm or less for all other leave on products
  

Reasons for restrictions :

1,4-Dioxanes are a by-product of ethoxylation, a process used in the manufacture of certain very useful cosmetic ingredients, such as surfactants and emulsifiers. While generally present at very low level, 1,4-dioxanes are considered a probable human carcinogen. We therefore take care to avoid ethoxylated ingredients where possible, and ensure safe and extremely low levels of 1,4-dioxanes in our clean formulas where they cannot be avoided.
